Overview

The Cheshire County Government consists of two distinct branches: a Legislative Branch, known as the County Delegation, comprised of twenty-two elected State Representatives from the County; and an Executive Branch, led by a three-member Board of County Commissioners divided into three districts. Together, these bodies form the governing framework that ensures fiscal responsibility, operational oversight, and long-range strategic planning for the County.

The County Delegation is responsible for appropriating the funds necessary to operate county government. While many state laws passed in Concord directly affect county finances, the Delegation’s role is primarily fiscal reviewing and approving the annual budget that enables county operations.

The Commissioners are part-time elected officials responsible for overall supervision of county departments, buildings and land, and exercise budgetary oversight of all county expenditures. An annual county budget is prepared by the Commissioners and submitted to the County Delegation for final approval. The Cheshire County Commissioners meet weekly throughout the year to review county business.

Supporting the Delegation’s fiscal oversight is an Executive Committee, which performs a detailed review of the Commissioners’ proposed budget before presenting it to the full Delegation for final action.

The County Administrator, serves as the Chief Executive Officer (CEO) of the County. The position is established by the Board of Commissioners and functions under their authority. While the Commissioners set policy, the County Administrator is responsible for carrying out those policies, overseeing day-to-day operations, managing staff and departments, coordinating budgets, and ensuring that county services run efficiently and effectively.

Together, the Commissioners provide the strategic leadership and executive governance of the county, while the County Administrator delivers the professional management and operational continuity necessary for the county to function smoothly and responsibly.
